Robert, this is a good foundation. I think that the introductory pages could be better organized with headings/subheadings to lead us from introduction of the problem, relevance of the problem, and to the review of relevant research.
Also, the recommendation in the syllabus is a page of summary of key research findings and then a page of conclusions and recommendations. Your conclusions are pretty slight compared to how robust the rest of the paper is – I suggest that you develop this section more, with emphasis on the paths forward, areas of future research (now that you have identified gaps in knowledge), changes to policy or training, etc.
